Judge Robert E. Payne court appointed Cina L. Wong, a board-certified document examiner for this case. In Judge Payne’s opinion he writes:

“The Court ordered that the letter be submitted to a document examiner, Cina L. Wong, B.C.D.E, to ascertain whether the letter, specifically the ‘8’ in the year ‘1988’ had been altered subsequently to the writing of the letter.”

The testimony of three handwriting experts was properly admitted. Of the three, the testimony of Cina L. Wong, a member of the National Association of Document Examiners, was found acceptable over the other two.

“The Commissioner light on the testimony given by expert document examiner Cina Wong (Tr. Pgs. 1028 -1106) to determine that the Letter Agreement was not a fraud or forgery. He was entitled to do this; all three expert witnesses testified before him. His decision to accept Wong’s testimony and to reject out of Farmer and Demonch is not plainly wrong.”
